The meeting has been scheduled for Friday, August 26 at 9:30 AM. Wayne will give me a copy of the letter and a list of the recipients of the letter.
Laurie, I highly encourage you not to proceed further until the neighborhood meeting occurs, and you have given the City Manager a chance to respond to your requests. The City Manager is very busy, especially because he has been away, but I'm sure that he will have responses by the time of the neighborhood meeting. I can assure you the takes this matter very seriously, but his time is also limited.
Any other action that you take before these two things have occurred I do not believe will be helpful to your cause.

Dear Marina and Mayor Ash,

For the record, this is what transpired today;

1. The copy of the map that is being with held is the map that shows the channels of the City Storm water draining into Seaview Terrace.

2. Mr. Marshall showed me this map on the wall in the Planning Office in May, and traced the channels and flow to Seaview Terrace. Several crossed over Rte 1.

3. I have been requesting a copy since that visit. Mr. Slocum assured me that he knew the map and that I could pick it up today from Jenneka.

4.  The map Jennika and Nora gave me was the same map that shows the stream only, not the channels that are draining into it.

5. Jennika walked upstairs with me to see the map on the wall and that map was gone, replaced by others. There was another woman employee working at the desk. It was 9 am.

6. Todd Rosenberg, Code Enforcement, said the maps on the wall have been there for 2 years.

7. I saw many maps laying on top of eachother on a rolling floor arm as well as on an arm above attached to the wall.

8. I requested to look at these maps and Todd refused. Jennika and the woman at the desk were present and witness.

9. I was informed me that he had instructions not to help me. Wayne Marshall also confirmed this.

10. I came home and called Marina. Marina said this was not legal to refuse public documents.

11. I went back to City Hall asked the woman employee to see the maps.

12. Mr. Marshall came out and insisted that the maps on the wall were what he showed me. He denied that he showed me channels draining into Seaview Terrace.

13. I requested to see the maps that Todd refused to give me. The maps on the arm roller where gone. I looked at the maps that were on the wall arm, none of them showed any water channels/drains/ditches. Mr. Marhsall went into his office and quickly came out with a map from approx. 1957, showing the stream. I NEVER SAID OR IMPLIED THAT I THOUGHT THE STREAM WAS MAN MADE. I have been consistent in all previous communications that the City has been diverting storm water to my private property via the huge culvert crossing under Seaview Terrace since Mr. Marshall showed me the map and explained this to me in May. Why would I know this and keep asking for that map?

14. I told Mr. Marshall that I wanted to see maps showing the water channels/drains/ditches. He said there were not any maps of these. I said I did not believe him. It would not be feasible to be out there randomly digging channels with no record for the City. He said I called him a liar and he was done talking to me. I told him he was a City employee and that he needed to curb his ego.

15. I saw this map, there are maps showing these channels, the City is withholding them. These maps will clearly support the severe erosion to my property from improper diverson of City Storm Water and alert the residents of Seaview Terrace them importance of this meeting.

16. I have been methodically and patiently chasing the City for answers and the map since May. The City Manager, Joe Slocum, over 3 months later, claiming he has just been notifed, has ruled that the severe erosion is not severe and he has other matters to attend to. 

17. I followed Marina's direction to get the meeting slated on the agenda and requested such. Marina said the Hosptial, Mike Hogan, The Mental Health Facility would be invited, I requested all residents of Seaview Terrace be formally notified and Chris Cabot from the DEP. Marina said Wayne Marshall told her he would be sending it out.

18. Apparently, this is not being allowed either. Joe Slocum had sent me an email on Friday, August 12, saying it will be stream side, some time around the 24th, Wayne Marshall will be getting in touch with me. 

19. If this isn't bullying, lets put it out to vote in the community.  

20. The tax paying residents of Seaview Terrace have the right to know all the channels of City storm water being diverted Seaview Terrace, increasing flood potential immensely on an already water soaked flood zone plain. The City should be helping us not endangering us.

Joe Slocum notifed me that he would fowarding my emails to the City Council, I request that this email get fowarded to the City Council and City Planning Board.

And then Marina tells me this-after Joe Slocum has totally dismissed me. What is wrong with this woman? Unethcial, unprofessional- all of them. Belfast survives in spite of these meatheads- can't think of any thing else that fits.

Laurie, I have not wanted to give out this very private information, and perhaps I should not be sharing it with you now, but the matter has taken longer than anyone expected, so I will.
 
Joe's sister is dying of pancreatic cancer, and was expected to die earlier in  the week, but is still hanging on.
 
But even more heartbreaking, the daughter of Joe's sister who is dying, was killed in an automobile accident last Friday.
 
We think Joe will be back early next week.
 
I am telling you this, against my better judgment. Joe has a right to his privacy. However, because this has gone on longer than was expected, I wanted you to have a better understanding of the situation.

Marina, I will keep this confidential. It is not any of my business and I cannot allow that to interfere with the business at hand. I am drafting another email because Joe has gave instructions that he is the only one to deal with me and by doing that has made Wayne Marshall and Todd Rosenberg treat me even more disrespectfully. I will not deal with Wayne, Todd or Bob Richard's. If Joe is not back by the meeting, who is second in command?

Joe has committed to be at the meeting and has contradicted Wayne Marshall's and Bob Richard's continuing denial of any storm water responsibility. Joe has committed that the City is responsible for properly shedding water from the road with proper drainage ditches. That will also mean that all the improper draining that the City has done on personal property will have to be corrected and drain into the ditches. All drainage into the stream will have to be rerouted to the ditches that the City neglected to do in the first place. Therefore, that rerouting will be at City Expense. I want a date that this work will begin, I see new drainage and culvert over on Wight St.  That is where the meeting will begin discussion because Joe has committed to this verbally and in email. That is the starting point forward  and the to identification of all channels draining into Seaview Terrace and at the end of stream at the culvert of Northport Ave.

The City Planner lied to me,  refused to communicate , the Mayor received my email on 6/29 and notified The City Manager. The City Manager chose not to address it  unbeknownst to the Mayor. The City Manager chose this delay regardless of my suffering. I have lost my father, sister and brother to cancer, this horrible 4 month ongoing abuse is not helping my health. This is personal and devastating for me, business and heartless for them. This was their choice, not mine.
